Estes replaces Churchman on health board

DUNCAN —  

Lonnie Estes will be joining the Stephens County Board of Health membership, as a current county commissioner, replacing Todd Churchman who held the position while he was commissioner. 
The appointment of Estes was made Monday by the county commissioners in its regular weekly meeting. The health board meets at least twice a year to discuss business in connection with the Stephens County Health Department. Estes’ appointment fills the need to have a current county commissioner serving on the board. 
Also Monday, Stephens County Health Department Director Mike Milton discussed the purchase of a new heating and air unit for the health department waiting room area and an Infant Mortality Project that Stephens County will be participating in along with other health departments in the state.
Other business included the commissioners acknowledgment of a tort claim filed by Derek W. Holt of Rush Springs against Stephens County. Holt alleges that at approximately 7:40 a.m. Feb. 8, he was traveling south  in his 2008 Toyota FJ Cruiser on the Duncan Bypass behind one of the county’s rock truck. A rock flew off the back of the truck and struck Holt’s windshield causing it to crack. Attempts to alert and stop the driver were futile, he claims. Damage caused by the incident is expected to cost $225.
In other business, the board approved:
n A service contract covering parts and labor for a RapidPrint AR-E time clock for the county clerk’s office.
n A cooperative agreement between Arthur Lee and Anna L. Speed and the commissioners to build a new bridge and remove debris from right-of-way and provide a temporary crossing for equipment.
n An Interstate 40 Crosstown Steel Beam Transfer regarding surplus beams from the Oklahoma Department of Transportation District 2.
n Two Oklahoma Alcoholic Beverage Laws Enforcement Commission Applications from Spirits, LLC and Simply Italy.
n Affidavit of Professional Land Surveyor for parcel 1 and 1.1 for the project for a low water crossing over Little Beaver Creek.
n A reclamation agreement between Stephens County District 1 and Marathon Oil Company for costs for any repair to a county road up to $50,000.
