City Council to approve annual Waurika Lake payment

DUNCAN — The City of Duncan is set to make the next payment on its water rights for Waurika Lake. All that’s needed is approval of the Duncan City Council.

During Tuesday’s regular meeting, the council members will discuss making the annual payment of $660,722.25 to the Waurika Lake Master Conservancy District. This keeps in step with a contract the City of Duncan entered into Jan. 10, 1978. The contract was also amended in October 2002.

When the city initially started paying for 33.33 percent of the lake’s water rights, the total debt amount of $13,201,264.62. With this payment, the total remaining balance will be $8,274,867.35.

The City of Duncan uses Waurika Lake for residential and business uses, including drinking water. The purchase of water rights was approved by a majority votes cast in an election Oct. 25, 1977.

The annual payment is made up of a principal payment of $361,640 and interest expense of $299,082.25.

The Duncan City Council meets at 5:15 p.m. Tuesday in the City Council Chambers.

Other items:

- The council may approve a property rezoning from single-family residential zoning district to general commercial zoning district. The property is north of Elk Avenue about 1/8 mile east of 10th Street.

This will accommodate plans for expansion of Murph’s Guns on the property site. The Duncan Planning Commission approved the request with a vote of 4 to 2.

- The council members could approve the purchase of a 3/4 ton cargo van for the Water Distribution Department. The budget allows for $35,000 for the purchase of the vehicle.

In February, the council approved purchasing a 3/4 ton cargo van. In June, the van was subsequently damaged by a hail storm while still in the vehicle dealer’s yard. The damage was significant enough the dealer chose not to have it repaired.

The council may choose to approve the purchase of a 3/4 ton cargo van from Hudiburg Chevrolet at $17,752.

- The council will consider a pay request for services conducted with the waterline improvements project at Osage Road.

The pay request is for $261,584.40.
