DUNCAN — Bruce Randall Garrett, 54, of Duncan, was charged Monday in Stephens County District Court on charges of kidnapping and domestic abuse assault and battery.
The kidnapping charge is a felony and carries a penalty of up to 20 years in prison and the assault and battery is a misdemeanor charge, said Assistant District Attorney Ryan Howard. Garrett is still being held in the Stephens County Jail, and his bond is $50,000.
Garrett was arrested Friday at his home after his alleged victim escaped to a neighbor’s home, after partially freeing herself from being bound with duct tape and zip ties.
Assistant District Attorney Dennis Gay said that according to an affidavit, Garrett had used zip ties to tie the wrists of the victim together and he also used duct tape to bind her ankles. The affidavit also indicated that he had punched his victim in the head and face a few times, Gay said.
“She thought he left, so she gets the tape off her ankles and attempts to run away and he tackles her. Her hands are still zipped up, he duct tapes her again and uses tape to tape her wrists to her thighs and uses rope to tie her up again,” Gay said.
At some point during the alleged kidnapping, the victim believed her assailant was using oxycontin, Gay said.
Duncan Police officers negotiated with Garrett until they could put him into custody. Detective Dan Fletcher said that Garrett was transported to Duncan Regional Hospital after being arrested, because he was allegedly under the influence of oxycontin or other drugs.
He was officially booked into the county jail at 8:49 a.m. Saturday.
“I don’t see any history of convictions. He’s been charged four or five times, but never convicted,” Fletcher said. Garrett reportedly had been self-employed in the construction business, but has not been employed recently.
