Honeywell project nearing completion

DUNCAN — After months of contracted work that has made significant change in several areas, the City of Duncan’s agreement with Honeywell International Inc. may be heading toward completion.

Tuesday evening, members of the Duncan City Council will discuss executing Attachment J of the contract with Honeywell. If approved, the vote would signify Honeywell has completed its job, although the company will continue to honor a service agreement that was part of the contract.

The original agreement was for Honeywell to install automated meter reading systems, and to replace meters, lighting and billing software.

Most of these facets of the project were aimed at energy conservation measures.

City Manager Jim Frieda said the work has to be completed for Attachment J to be approved. When that attachment is approved, the city will give Honeywell its final payment for the project.

“I’m reviewing the contract in general,” Frieda added. “I have to determine if Honeywell has completed the total project.”

He said there are many aspects and elements to the agreement, and he has to make sure the company has completed the contracted items before the council approves Attachment J. Frieda’s review will ensure all the city’s needs have been met and the agreement has been completed in full.

The city still has $870,000 left to pay the company, and that payment will be made once the project is declared complete.

“Basically,” the city manager said, “we’ve been submitted Attachment J. It closes out the project. The service agreement will still be in place.”

Other items on the agenda for the 5:15 p.m. meeting in Council Chambers include:

n Changing the city code to give the city an option of seeking bids for PVC pipe in relation to water line projects. Although the council approved the option to use either ductile iron pipe or PVC pipe for water line projects, there’s still one more step to take to make the decision official.

This is the end of a discussion the council has been having for four or five months, Frieda said. The ordinance change will officially end the discussion about the two types of water line piping.

“All this is, is an ordinance change,” Frieda said. “It allows the use of PVC.”

n Since the Youth Service of Stephens County has renovated its building, which is owned by the City of Duncan, the council has to approve an agreement between Duncan Public Utilities Authority and Arvest Bank relating to the lease agreement with Youth Services.

Frieda said the city allowed Youth Services to renovate and expand its building. He said the city has allowed Youth Services to pay off its debt for the project.

The agreement with the bank is something the city has to do as a backup plan, in case Youth Services is unable to pay its lease for some reason.

“The agreement is how the bank would use the building if they were to foreclose,” Frieda said.

n Discussion of two rezoning requests. The first is a request to rezone a property from suburban agriculture to an office commercial zoning district for the property at 1502 Chisholm Trail Parkway.

This is to accommodate future office uses.

The other request is to rezone a property from general agriculture zoning district to general residential zoning district for the property at the west end of Highcrest and Cedar Creek Drive.

This will allow for future multiple-family residential uses.
